Overall Job Responsibility
As an Assistant Director (Digitalisation Strategy), you will play a critical role in shaping and driving the organisation’s digital transformation. This role involves developing a comprehensive digitalisation strategy and tracking its implementation across various divisions to enhance the lives of persons with disabilities and their caregivers through strengthened service delivery, operational effectiveness and staff productivity. You will also lead in staff engagement and internal communications on digitalisation to build awareness, promote adoption, and support the organisation’s broader digital transformation journey.
Duties and Responsibilities
1. Digitalisation Strategy & Roadmap Development
- Lead the development, refresh and articulation of the organisation’s digitalisation strategy and multi-year roadmap aligned to the organisation’s Enterprise Plan that sets out our picture of success and priorities.
- Conduct engagement with Divisions to identify pain points, opportunities and use cases across service delivery and corporate functions (where needed).
- Translate strategic objectives into initiatives with clear scope, milestones, dependencies, indicative resourcing and expected benefits.
- Support strategic optioning (e.g., quick wins vs foundational platforms; build vs buy) and recommend prioritisation.
2. Digitalisation Roadmap Progress Tracking & Reporting
- Monitor progress against the digitalisation roadmap, based on regular check-ins with Divisions to update progress, identify risks/issues early, and support mitigation planning.
- Prepare regular digitalisation updates and management reporting materials (e.g. progress summaries, decisions required) for senior management/committees.
3. Cross-Functional Collaboration & Stakeholder Management
- Serve as a central point of coordination to align Divisions on digital priorities, timelines, interdependencies and shared outcomes.
- Support Divisions in shaping initiatives, defining outcomes/KPIs, and clarifying roles and responsibilities for delivery and sustainment.
4. Organisational Communications & Staff Engagement
- Manage regular internal digitalisation Electronic Direct Mailers (EDMs) and communications plan to update all staff on initiatives, progress, upcoming activities and success stories, in collaboration with other divisions that are product owners.
- Curate and translate technical or project updates into clear, staff-friendly messaging, including benefits and “what is in it for me” perspectives.
- Plan and coordinate regular sharing sessions (e.g., brown-bag sessions, demos) to build awareness, encourage adoption and gather feedback.
- Promote a culture of continuous improvement and digital mindset through consistent messaging and engagement.
5. Digitalisation Advisory Panel Secretariat
- Provide secretariat support for Digitalisation Advisory Panel meetings.
Qualifications, Knowledge and Experience
- At least 6 to 10 years of relevant experience in digital strategy, transformation, product/project management, or related domains.
- Experience coordinating across multiple stakeholders in a matrix setting; public sector / social service / healthcare experience is advantageous.
- Good planning, change management and stakeholder management skills; able to influence without direct authority.
- Strong written communication and storytelling skills, with experience managing internal communications e.g. EDMs, presentations.
- Familiarity with digital transformation concepts (e.g., operating model change, workflow automation, digital service design, platform modernisation) is preferred.
- Competent in using data analytics tools (e.g. Power BI) to synthesise insights for management reporting and online graphic design platform (e.g. Canva) to generate EDMs.
