We’re seeking an experienced Expansion Technical Program Manager to oversee Amazon Leo’s service rollout in North America. The Expansions Technical Program Manager will lead cross-functional and technical teams from building localized operations through requirements, regulatory, fulfillment, ground network, software implementation, testing, and deployment. Examples include: launching e-commerce software, validating data localization and network architecture to meet lawful intercept requirements, driving solutions to meet spectrum/ISP compliance. This individual will be required to use quick judgement, have ability to influence without authority, and technical aptitude in regulatory requirements, AWS network architecture, systems design, and software development. This individual will be required to communicate effectively to technical and non-technical leadership, and bridge the end to end story of expanding into a given country. This individual will be required to collaborate with a diverse set of stakeholders and leaders across multiple time zones, where there may be competing priorities. You must be able to demonstrate and ‘connect-the-dots’ on how critical work streams are interrelated, for purposes of leadership escalations, reporting, and critical trade off decisions.


The successful candidate will be a strong communicator (both written and verbal), and will be required to work closely with technical teams, including Product, Engineering, Networking, Infrastructure, and others. They will need to be comfortable in ambiguity, and be capable of understanding interdependent engineering concepts. They will be able to apply a variety of project management tools, methodologies and techniques for all phases of the project lifecycle and exhibit demonstrated experience in tactical project management of highly technical initiatives and core project management disciplines including scope, schedule, resources, quality and risk management, reporting and metric development/tracking.


This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.
Key Responsibilities:


* You will own the definition (e.g.; P0 e-commerce features, network architecture, coverage threshold, etc.) and delivery of a specific country/region, including keeping technical and non-technical stakeholders informed with status. Holding teams accountable to their deliverables, identifying and resolving blocking issues to ensure Amazon Leo rolls out service on time.


* You will be responsible for diving deep to understand architecture of Amazon Leo’s network, design choices, and country specific operational requirements. You will need to look around corners and proactively raise where challenges or roadblocks arise, and recommend solutions to drive business toward their expansion goals.


* You will be responsible for delivering country launch plans with internal and external stakeholders. You will be responsible for L8+ briefings on country and region launch status, risk reduction recommendations, and leading decision meetings to mitigate launch blockers.


* You will lead special projects to accelerate connecting Amazon Leo to customers - these will be time bound technical projects to solve a global or local challenge that is blocking launch, adoption, or revenue realization.

Amazon Leo will help close the digital divide by delivering fast, affordable broadband to a wide range of customers, including consumers, businesses, government agencies, and other organizations operating in places without reliable connectivity.


Basic qualifications



  • 5+ years of technical product or program management experience

  • 7+ years of working directly with engineering teams experience

  • Experience managing programs across cross functional teams, building processes and coordinating release schedules


Preferred qualifications



  • 5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience

  • Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules

  • Experience defining KPI's/SLA's used to drive multi-million dollar businesses and reporting to senior leadership

  • 5+ years of technical program management working directly with software engineering teams experience
